FET is a free bit of software that you can download and run to create a timetable for your whole school. It looks to be very powerful and also well considered. However, most people are not going to be able to make it work perfectly first time, it will definitely need some training and possibly watching some Youtube videos. It is though, a completely free way of timetabling.
